
Brazil updates INPI fees after more than a decade without adjustments
After more than 10 years, INPI Brazil updates its fees. With a moderate increase and inclusive measures, the new rates will take effect in August 2025.
The Brazilian National Institute of Industrial Property (INPI) has announced a significant update to its fee schedule, the first revision in over ten years. The measure was formalized through Ordinance No. 110 of GM/MDIC dated May 5, 2025, and published on May 9 in the Official Gazette of the Union. The new rates will take effect on August 7, 2025.
The average adjustment is 24.1%, significantly lower than the cumulative inflation since 2012, which has exceeded 100%. Despite the long period without updates, INPI has opted for a moderate increase to ensure its services remain accessible while preserving financial sustainability.
A key innovation is the introduction of fee exemptions of up to 100% for low-income individuals and persons with disabilities, provided they are registered in Brazil’s Federal Government system.
Additionally, the well-known 60% reduction continues to apply to the following groups:
- Natural persons
- Micro and small businesses
- Simplified innovation companies
- Scientific and technological institutions
- Non-profit entities
This policy reinforces INPI’s commitment to social inclusion, broad access to the IP system, and support for innovation across sectors.
Objective: Modernization and Operational Sustainability
According to official statements, the fee update aims to modernize INPI’s services, promote operational efficiency, and enable long-term sustainability.
Far from being a mere price adjustment, this measure is part of a broader strategy to enhance institutional capacity, improve digital tools, and reduce processing times for industrial property rights.

The new fee schedule will take effect on August 7, 2025, 90 days after its official publication.
